WHEN TO PUBLISH by ra
For individual authors the simple answer would be, whenever they have completed their literature and are content with the finish.
* Time wise publications - These are very common such as the daily newspaper. We all know when the publication must take place. Some other examples would be annual and quarterly publications. These publications desire a very dedicated team of behind the scenes personnel who need to make sure that all contributors and contributions are in place for publication to take place. Most annual reports also fall under this category.
For institutions however this may be a more pressing matter. We list below a few of those considerations that might influence at the institutional level.

* Substantial research - Another policy institutions may take into consideration will be the availability of enough material that will pass as a substantial space. These kind of publications are common when several interest groups and collaborators join into make it happen. The decision makers will still have to pass the test of whether the substance is relevant but if so when its up to the brim it could be the time to start the process.
* Research demands and projects - There will of course be the specific ordering of certain literature which may not fall under the first category. Institutions run on on the funds or the objectives of the many funders which make it certain that such and such dissemination should occur at a certain times. A very good example for this could be the Central Bank report which is a much awaited publication as well as one which cannot go unheeded or procrastinated. Once again the team behind the process must be skilled and time pressed to complete the orders before the deadlines.
* Consistent and Regular - In most institutional based publications there is also the need for new discovery, sharing and gaining recognition which are natural elements of authoring. In such conditions the best approach can be to make the publication as central as to the mission of the institution so that most work done in regard to the mission will end up being disseminated. The timeline for this is not set and it is not occasional but it becomes a regular practice and part of the work ethic of the organization.
